but, even chinese do not have a oil company which can exploit oil independently from abroad. china stat-owned petrol company buys oil from Shell and Exxon and refines it before it supplies it to chinese consumers.

even chinese state-owned oil company is too weak amd small that it has no exploitation right in saudi arab, or any other country, and it can not compete with Shell and Exxon. how do you think you can protect your oil resources from Shell and Exxon?
