The rest about 15 B they raised from their own internal revenue streams like parking fees etc. So, for the umpteenth time each county in Kenya has its own budget independent of the national budget. Not different from Nigeria unless you say the states dont get a single Naira from the national coffers as a share of the national cake each year.
