Mercer is more reputable hence we go with it. Lagos and Abuja are livable than all the cities in South Africa including Pretoria but bar Durban, Johannesburg and Cape town.

Which safer? The insurgency in Nigeria alone will scare an expatriate from coming to Nigeria. The reason mercer didn't rate Nigerian cities highly because the rating is for expatriates only.

I mean the purpose of quality of living rating is for expatriates willing to live in a city.
