The wide disparity (economic, educational etc) between North and the rest of the country needs to be closed. The question now is how.

It seems so, since the government doesn't even admit that such attacks happen. It is so sad that helpless northerners pay with their lives for the irresponsibility of the government. Heart wrenching.
