Let me give you free education on this report.
Lower Primary and KG in Ghana public schools learn in their local dialect till they reach Upper Primary,
Its only the Private schools that learn in English right from the beginning.

So we Ghanaian's were not alarmed by that report in 2015 because you don't expect the Children to read English well when they don't learn in English.

We whip your ass*s in West Africa Examination every year, and that's what you should be comparing and not Lower Primary and KG
