True development is not all about tall buildings and I love both like that..both are world cities with very developed infastructures, yes I agree..

You need to understand that Amsterdam like every other European cities goes back in time..and they probably developed had developed infastructures as far back as the 19th century...they are a fully developed nation with dwindling population so don't expect their urbanisation rate to increase..their cities have hit it apex of development, all they can do is maintained it... Amsterdam is more like a beautiful 20th century City well maintained to fit into the modern era while Dubai is a city that has and is still leveraging 21st century style of urbanisation...
Amsterdam may not have all that complex road cos it has a very strong bicycle culture like the rest of Europe...

Just forget SA cities is not near those two listed cities...your Analogy is not working....

Yes development is not all about tall buildings and complex road.... sophisticated highway is built when there is a need and most European cities does have it but not like Dubai cos when they developed their cities modern means if transportation like we have now was not in Volk....and European always been European stay true to their culture like bicycling...you pay heavy taxes if you have to use your vehicle's and that why they have very public rail infastructure..infact the city system is developed to discourage cars due to the harmful emissions..you post to park your cars and they are tolls here and there to heavily tax your life...

Btw do you mind telling me what Amsterdam has over Dubai since you are saying it's not more developed... although I might prefer living in Amsterdam than Dubai for some reason...
