Just make sure the three transactions all together is more than $200.

For the Paypal, what can be done is to add your fiverr email to my PayPal email and you will be able to send out to PayPal and cash out through me. But please ensure you haven't given that your fiverr email to another person using PayPal because if PayPal detects multiple accounts using the same email, they can ban those accounts.

Since it's from Upwork... If you do two or three times withdraw, you will be eligible... Payoneer only want to verify you are consistent in getting payment from trusted sites.
