If a state can toy and lavish her portion of the FAAC, it is not advisable to do the same with the IGR. Cos IGR is a tax got by the state from the citizens hard earned money and must be handled carefully and prudently. Unlike the FAAC which is mostly derived from the natural endowment and not necessarily worked for by the citizens.
