He may be a quota system policeman who doesn't even know how to read the message on the banner. The man will finish doing his thing, shake his joystick with his hands, and rather than buckle his trouser and belt on that spot, he'll begin moving towards the road and buckling it as he moves.

2. U see Nigeria's Law enforcement Agents (Police and others) urinating on their own perimeter Fence with Impunity, ....Now this is the RESULT.

IF that same Man steps into a Lawful Society that operates at least an average modest way of life, he would become amazed at how STUPID he has been all these years.
