Photoshop can be used for making cartoons
I primarily use photoshop to make my cartoons.

Op if you want to color the figure, first you trace a shao with your pen tool then right click on it and select fill with either background or foreground colour. Another way of colouring is to trace a shape, click on the thumbnail of the layer that you just traced while holding down ctrl. This will select the shape, now you can use tour brush tool to pain the selection
