i have been watching BB franchise shows since2003 (the year Bayo represented Nigeria) , I even briefly watched one big brother UK before they did the first big brother Nigeria which that Northern guy from Jos won.

There was no time Big brother franchise chose another house mate to represent evicted house mates after the audience must have casted their votes.

Only Head of house had power to substitute house mates and it's done before voting begins and audience are made aware of the substitution even if house mates are not aware.
