I will assume the N3M is for the cost of tuition fees, basic expenses and some other academic fees (stationery included) for the one year program.
For Europe; Germany and France is what I can consider. Public schools of course.

Simon Fraser university in Canada has tuition fees as 500k+ for masters.
University of Manitoba has something less than 3m(not 100% sure) for Masters

I'd advise to use that money for investment and raise it to like 5M and zoom off to Germany or Canada. Sufficient funds will give you peace of mind.
