Try and always do research before you come up with budgets.

installing wordpress is very easy
just google it and you will find several tutorials that will explain it to you

but if u still need help i can assist u

you can also use Softaculus on your cpanel to install WordPress.

For the premium theme gang like Us, your budget is A No for me, you can't get everything well design at that rate, designing is more than installing wp. I'm sure you'll want Seo touch, Google analytic, Security from hackers, premium theme etc and you do all of that for two sites at that rate?
