according to that notification it probably needs you to recharge so it could deduct a fee to activate your sim

I feel that's a stupid idea by xaiomi and that's one of the reasons why I can't use their device
I for one change my second sim according to what suits me and I could do that as much as 5 times a day depending if what is happened
Doos that mean I'll be deducted anytime I change my sim?
That's totally unnecessary because I don't see any difference or any security it gives you

That's "find my device" It's a security option and it can be turned off if you don't like it. And that's not even the cause of the op's problem. He probably needs to reinstall the update.
