A police system where you are charged to lodge a complaint, you pay before officers can follow you to a crime scene or arrest a suspect, a system where the police is quick to side with the accused against the complainant once they get money from the accused. A system that allows several accident and armed robbery victims dies because they told Hospitals not to attend to gunshot wounds and bloodied victims without police report.
