MASSOB during his tenure became a government of its own within Anambra state. They established what they called barracks within the peripheries of the Onitsha City. They conduct arrests of people and judge their cases in their barracks. Landlords were forced to deliver bags of rice to their barracks failing which death becomes a reality.

Their activities seriously challenged the security of the state. Almost incapacitated, Peter Obi issued a shoot at sight order to the police. ABS television , along with its radio station which is the mouth piece of the Anambra state government publicly announced the directive .
