No... That's too low. It can only step up from 130v to 220

Also the lower the input voltage the lesser the amount of power it can carry. So, if input voltage is at 130v for instance, the capacity is lessened by half.

10kva becomes 5kva capacity.

As the input voltage increases, capacity increases. For full capacity, input voltage has to be 180 and above

You are welcome... Sure input voltage can be as low as 98v but then it would continue to experience off and on fluctuations and those can be quite noisy.
