I've spoken with people from and who have visited Ghana back when I was interested in the country and researching it and from what I heard it in fact doesn't have 24/7 electricity. That's only in Central Accra and Central Kumasi . The rest of the country its sparse and the North is usually in darkness. That adds up perfectly with this satellite photo.
