Hey guys I need your help. I want to create a paypal account and a payoneer account in Nigeria using my NIMC SLIP. The slip contain my NIN (National Identity Number). Has anyone created a paypal/payoneer account using NIMC SLIP ?

Yes you can.
Get Zenith card or VCC for verifying PayPal.
