I am referring to 'Dons' who have become territorial commanders in various shanties all over the place.

My brother, people are not being bullied. Do you live in Lagos? That number is nothing compared to the touts, agberoes and area boys that constitute so much nuisance and harassment at and night in Lagos.

That's not how policing is done in sane societies. What are you going to charge people you pick up randomly from the streets for, that will require bail? The crime of Jay walking is not in our statutes and the constitution allows free movement.

Real Policing is done with undercover agents who monitors hotspots and identifies criminals and their crimes, with evidence that can stand up in court.
