Hectare not plot. Try are read the post again and perhaps the area is highly concentrated with big farms. The aim behind many of this kind of lands is to buy and latter convert to industrial land which by then you can not get even a plot of land for that same amount. Masaka, kutchikau etc was sold this way but today they are now big city.
