This Hisbah issue enforcing decency is justifying how decent Islam is due to the adherent of Muslims to upholding moral conduct while on the other hand some people in their effort to mock Islam for upholding our religious injunctions are shaming their religion as if their religion support indecency. Only animals expose their private parts especially the way some people expose their nudity in the name of civilization. Women are so ridiculed to be dressing half naked, much less decent than the way men dresses despite them having some sensitive body parts which need cover.
I heard this is said in the Bible: “The woman shall not wear that which pertaineth unto a man, neither shall a man put on a woman’s garment: for all that do so are abomination unto the Lord thy God.” -Deuteronomy 22:5 (KJV)
Also mentioned that: Your dressing can make your brother and sister stumble and sin. If you make your brother or sister sin, it is better if a great millstone were hung around his neck and he were thrown into the sea (1 Cor 8:13)
But because of some Christians opposition to anything Islam they're going contrary to the teachings of their religion in the name of Civilization.
In the Quran, Allah say:
