Yes they have. That was the next thing they did after buying Letgo and f..king it up. They may have a number of illegitimate reasons for the ban but as for me, I use my VPN strictly to enhance my internet security and privacy; to help protect my online activities from prying third-eyes like hackers, etc. So any website that requires me to abandon my Privacy before I can have access to the site, is a NO, NO for me.
