How do you expect these districts to be dust free with all the construction going on- roads,sewers,electric lines,drainages. You do understand that the govt fails to keep up with all this rapid development and most of this has to be done later on hence making the districts not that clean. Check on African travellers drive around the old CBD and you'll see how neat the city centre is.
