The Federal Government may soon lose its exclusive power to negotiate and determine the minimum wage for workers across the three tiers of government.

The House of Representatives is considering an amendment to the 1999 Constitution by removing matters relating to wages from the Exclusive Legislative List to the Concurrent Legislative List.

When a bill becomes law , respective states and local governments will determine different wages for their workers.

The legislation is titled, ‘ A Bill for an Act to Alter the Constitution of the Federal Republic of Nigeria, 1999 (as amended) to , Among Others, Transfer the Subject Matter of Minimum Wage Prescription from the Exclusive Legislative List Set Out Under Part I of the Second Schedule to the Concurrent Legislative List Set Out Under Part II of the Second Schedule to the Constitution ; and for Related Matters ’.

The bill sponsored by Mr Garba Datti Muhammad , which is at second reading, is seeking to make respective governments to determined wages in accordance to available resources.
Muhammad expressed hope that the Federal Government, the organised labour , and the governors would support the proposal . He stated that allowing the Federal Government to solely determine a uniform wage for all states, irrespective of their individual economic capacity , was unfair .

Muhammad said , “ Let every state pay according to what it has. But labour always looks at it from the point of ‘you want to weaken the organised Labour so that the government will always have a say’. Every labour union in the states should negotiate with the respective state governments . ”

Some states will fix their own between 10k to 15k.
While they will loot pass the ones paying 30k to 40k.

Why can the national assembly also work towards making states to have control over its natural resources so that they can have more money to execute projects and also pay a reasonable minimum wage

Not a bad idea, Lagos, Rivers, kano were able to pay the minimum wages easily while some state were struggling, hope state govt won't abuse the power.

I think that would be better because all states are not equal when it comes to income generation and revenues, cost of living, and other indices. We all know some states are richer/poorer than others. Therefore each state should be free decide its own fiscal policies, including wages.

It can go a long way in resolving the issue of some states owing salaries, because it is better to pay what you can afford as a state government, than to owe workers salaries that you can't afford to pay. undecided

NLC and TUC should reject this outrightly.
Minimum wage as the name imply, simple means minimum payable to a worker in a country. It should be a national thing, while states can add to it.
The sponsor is either ignorant or hate the people.

This is actually logical of them. A nationally minimum wage is unnecessary and impractical when you consider the cost of living, productivity and income levels between states. Wages are a contract between the employer and employee anyway.

Seriously what percentage of the polulation make minimum wage anyway? From what I understand it's usually entry level employees.

Some state are not even making 10% of what Lagos state alone is making and u want them to shoulder same responsibility as Lagos?
I know it's not easy for some civil servants but that's the reality

I sincerely think the government should make a legislation that will make minimum wage apply to the private employers of labor as well.

Salaries are too basic to be crying foul about IGR.
Other factors, like the cost of living, should be considered when arguing for how low or high the minimum wage of a state should be.

How much is the minimum wage that some of these governors can't pay?
Check very well you will discover most of them have more than 50 aides on their payroll and most of them are contributing virtually nothing yet they collect huge amount of money as salaries!

Trust me, the crime rate will reach it's peak cause how will Nigeria with all their crude oil will still be labeled the poorest country in the world? Think!!!

"FG to commence..."
"Presidency to execute..."etc.

All empty promises and statements.

This actually pretty clever of him. He'll weaken labor unions by simply devolving state power. The labor unions did threaten strikes and forced the federal government to pay 30k before the election. Now that will be much harder if they have to fight every different states at different times with different budgets.

If they're smart they'll ram this through. It's a pretty self serving piece of legislation. It would probably effect public support for these raises since benefits are limited to particular groups but spread to everyone.
