It will come down with time, as an engineer have come to realize that the price of building materials increases during the ending of the year. This is so because more people tends to build during that time, the demand placed on it is always high. Contact the nearest depot in your state, you will buy it at cheaper price. Like #2800/bag

Lastly what do you think about the accessories price of 30k given to me fair or not?

Your building is 550sqm.

We used 638sqm on this hall (pic 1 below) which is about 450sqm in size. This is just to give you an idea of what 550sqm can cover.

Price of .55 is currently #2300 - #2500 (depending on the quality of the materials used)
Is flat sheet price the same? No!
30k accessories is very fair

But my own advice is that you should allow the wooden carcass to be done, it will allow the roofers to take accurate measurement of the roof, to get the exactly aluminum materials needed for the eave angle, bottom angles, ridges, wall trimmers (if you don't have a parapet) facial cover, valley gutters, and the roofing sheets.
