But the factors for checking development goes beyond that " high rise buildings and Landscaping".

These are some of the factors you need to tick before saying your country is developed than another country

Transport infrastructure
Health infrastructure
Education infrastructure (Literacy rate as well)
Employment
Electricity (electricity accessibility)
Water and sanitation (access to quality water)
Sports facilities
Security and Peace
Agriculture (Food sufficiency)
Industries
Poverty rate (Do the citizens control their own economy)
Etc

After going through all these factors, no one will tell you. Ghana is so so developed than Kenya
