So gov basically depend on goodwill of Pope to run your school?
In kenya the story is different.
We inherited 1,000 mostly missionary schools in 1963.
We began what we call harambee - fund raising - to build public schools
Mostly schools in kenya are owned by public - parents.
Nowadays the school are under what we call CDF - const dev fund - where each member of parliament is the patron.

Our schools - suffice to say are run and owned by parents (public schools with boards and PTAs) - gov provide teachers and equipment - and now chip in with CDF funding.

Church built schools get run by gov;t and in exchange, gov't provide additional facilities and the churches dont get taxed
