Imagine all the communities ravaged by flood yearly.
If all their youths, men and anyone capable of helping were to dedicate a month or two to build culverts/gutters/ drainage in there community, all they'll need from government would be materials, this way there won't be any need to award contract to one thief somewhere, and the project will be accomplished faster and cherished in that community, since it's there own doing.

In western countries you see the pride individuals have for there community, ask them and they'd tell you either their parents or grand parents contributed in building that community.
