honestly, only time will tell. Since this news broke out in November, it is still unclear the correct interpretation of the amendment and what it means for us buying tokunbo cars. See excerpt below and how they used the word 'duty' and 'levy' and how they were referring to brand new cars.

The Federal Government has concluded plans to slash the levy to be paid on imported cars from 35 percent to five percent.

I believe you deciphered the whole message correctly.
2 key points to note are:
* The reduction applies to only brand new cars.
* It is the levy (Something like import adjustment levy/tax) that is being slashed and not the 35% duty.

Nice ride, this is the kind of cars Nigerians should be buying, how much duty is expected on a 2015 car like this one?

if they phase out 2003, they wont move to 04 but rather a lil higher. Is there any significant difference between 03/04 Corolla/camry/matrix/EOD/civic/Elantra etc. These are cars of same generation. They'll rather move to higher generation but I dont see that happening soon due to the bad state of our economy.
