The Presidency apparently alludes to the freedom of movement guaranteed under the Constitution of The Federal Republic of Nigeria 1999. The Presidency needs to be told that human rights are not absolute but subject to validly made laws. Forest reserves belong to the government who can restrict access to it. Forest reserves are not grazing space. Roaming cows anywhere outside a ranch is inimical to the well-being of the citizen who stand the risk of being gored.
