Gundogan has been helping him in DM till recently, something Fernandinho did on his own on the way to 100 points and 98 points. Few games of system working well does not make him a solid DM. Your DM controls the tempo of your passing as well as protects the defence. You think just having DMs means that role is covered. DM is the most important position in football after Striker and Goalkeeper. A good DM can cover a lot of sins in a team and settles every other player down to focus on their strengths.
