The other option is to avoid the state command and go and report in a major Police station. They hire private trackers that liaise with network providers to get the consistent locations of your device.
Either way is a risk, also considering the fact that you have to part with some money. I would suggest the second option though. That should cost 10-15k.

You can also check the status of your device to see if there's a new owner.
