Quality index is very important and that's why you'll see WB using road quality index to measure infrastructure dev on roads. Generators can't be a yardstick for gauging development, Nairobi uses generators as second last option to access electricity.

Abuja is a jungle with few buildings, it can't stand Mombasa .

Those houses are not slum...they are very old historic building, and i'm sure they are better than 94% of where most kenyan live.
