Kenya's NG-CDF - Constituency Development Fund - was established with every elected MP (290) as the patrons. They get 1-2M dollars annually to deal with local issues like schools, bursaries, water, police stations.

People decide - the last pic is school built in Kibra through this CDF fund.

Every MP (whether in opposition, independent) - is a patron of CDF - with his constitutuent can decide to build anything - repair rural roads - buy grades - name it.
