You only know of Victoria island, but you forgot that Lagos has more that 30 cities. Someone who receive a salary let's say 150$ a month can stay in Yaba, surulere, or Ilupeju, gbagada and the rest. Lagos does not start and end in Victoria island. That's even for the rich people. Or people who earns above 1.5k $. Mokoko, ajegunle, and some parts of obalende is where you call slum. Ajegunle is even hundred percent ahead of kibera. Because they have toilets, major roads and electricity.
