That’s not how I interpreted their decision. They found that DHS can rescind the illegal DACA EO, but did not do it the right way this time.

None of those laws you mentioned were enacted in response to killing of black people by police. This is fake news media trying to run interference for Obama by making stuff up. Do a Google search and you won't find any executive order or declaration by Obama to directly address the problem in the aftermath of the killing of unarmed blacks.
