The weapons were not transferred from US armory, rather they were purchased by the US from the military industrial complex owned by private corp. the sent weapons were funded by the US military aid programs. The US provides $3.8 billion annually to Israel under a 10- year agreement through foreign military financing program. The president needs approval from the congress to spent such amount of money and I'm sure the congress wont hesitate to approve it.
