Yes, 19:71 is in the Qur’an. But the passage explains itself if you read it fully. In 19:68–70, Allah is already speaking about the arrogant wrongdoers gathered around Hell and identified as most deserving of burning therein. That is the established context before 19:71 even appears. Then 19:71 says all will wāriduhā pass over it. Then 19:72 immediately separates the outcomes: Allah saves the people of taqwā and leaves the wrongdoers there on their knees.
If everyone entered Hell equally for punishment, 19:72 becomes meaningless. The distinction only works if passing over is not the same as condemned entry. If 19:71 meant every person enters Hell equally as punishment, then saying in 19:72: We will save those who had taqwā and leave the wrongdoers therein adds nothing meaningful as everyone would already be sharing the same condemned state.
And the Arabic matters. The verse says wāriduhā l,approaching or passing over not all will enter for punishment. It also does not repeat the word Hell; the pronoun refers back to the Hell already mentioned in 19:68–70.
So the passage is consistent from beginning to end: all confront it, but the righteous are saved while the wrongdoers remain.

Full sentence: وَإِن مِّنكُمْ إِلَّا وَارِدُهَا كَانَ عَلَىٰ رَبِّكَ حَتْمًا مَّقْضِيًّا , wa-in minkum illā wāriduhā, kāna ʿalā rabbika hatman maqḍiyyā,And there is not one among you except that he will approach it — that upon your Lord is an inevitability decreed.
