Kindly request way out from him. If he intend to refund your paypal, find another buyer that he will transfer the paypal to. Also seek for all alternative resolutions to get your fund back. If after all, he still withhold you cash, then flood here with proves so that we can blacklist him

Tabbaz I have told him to give me address for refund since he refused because I know so well if I refund the money to where he sent from he cannot use it till next month but since he is proving stubborn have refunded him the money back to where he sent from and this is the evidence
