If anything, Ozo would know more than anyone else if it was all scam because there are lots of scenes about these housemates that they don't show us the viewers . He and nengi could have had some sort of agreement during their shower periods together.
So, I'm sure Ozo is not oblivious of what's happening be it true or not.
