Village A

Gets 20 billion... Use it to build all the roads, build school, hospitals and markets

Gets 20 billion, doesn't do any infrastructure projects..but . Support it's people to

Build a cassava processing plants
Pall oil processing plants
Rice mills
Shoe factory
And many other businesses


After 10 years which village would be better off answer sincerely

The fact is you can't rule one out of the two instances you gave, they work together. If there is no infrastructure, how would they transport goods produced, that can even lead to minimal profits making it to succumb to low production in long term. Like I said both instances are very important but i think the instance on infrastructure is more sustainable in long term.
