Simply put.....they obviously didn't plan for the recruitment well, so i think the provisions on the 2019 budget isn't enough to cater for al the exercise. So they are now gonaa wait until house pass the 2020 bill and ministries get their allocations before anything can be done.
In addition, Minimum wage stands as an obstacle to massive recruitment in any government (Parastatals or agencies). Also is the issue of Border closure which is unique for custom service, in this regards, why should they need more hands when most of Men and Women of the Nigeria Custom Service are already doing nothing.

NCS replied for the first time ever.... Good news is coming out soon.
Lets get the issue of new minimum wage resolved first and see if government still have the capacity to recruit staff massively or go on with her usual crooked replacement strategies.
