that's because black people were largely denied opportunity. Some restaurants would refuse to serve black people, bus etc would not allow blacks to seat where whites are seated. Through the system, they would employ people of different races into different field, not just based on merit, but someone less qualified but belonging to 'disadvantaged race" might be employed instead of a better qualified person from an advantaged race to for example, white.

Critics of that policy believe it relegates merit, and causes lack of trust in people of less advantaged races, e.g., blacks, because people might wonder if they were truelly qualified or if they got the job based on "quota system".
