The warheads may be rocket propelled to increase their velocity and made of materials that are quite hard and survivable. To get a general idea of same, albeit in a non-nuclear form, take a look at the BLU-107 Durandal. If it was truly contested, yes. That said, the US has routinely penetrated contested air space with layered weapons and tactics. We prep the routes, taking out and/or otherwise neutralizing threat emitters (radar) and then delivering the weapons using aircraft suited for the remaining environment which may or may not require an aircraft with a low radar signature. We've done this time and again, only delivering conventional weapons in the past. It's really hard to keep a target defended perpetually. My own experience, I was a program manager for building dispersed and hardened structures for a foreign Air Force. They were duplicated and dispersed 5X, buried 60 feet underground using hardened construction. Other countries go to even greater lengths, thus necessitating the nuke option. Would you tip your hand in clearing the route? Sure, but what will they do? These aren't things that can just be relocated. For an adversary who is at a numerical and technological disadvantage...time is the real enemy because you'll eventually run out of it.As you can see, this information and much like it is available to them if they wanted it to be bomb proof.
