The Enugu-Onitsha Expressway is not being constructed by President Tinubu from federal funds in the usual way. The project was approved back in October 2022 during President Buhari’s administration. The Federal Executive Council (FEC) approved MTN Nigeria to take over the completion of the road under the Road Infrastructure Tax Credit (RITC) Scheme, at a cost of about N202.8 billion. Under this scheme, MTN will complete dualisation of the expressway and then recover its investment through tax credits against future company income tax.
