Armed militias have taken control of two local government areas in Cross River State and displaced virtually every civil authority in the area, THISDAY has learnt. The militia, generally believed to be members of Bakassi Strike Force, had been operating in the area for some time. But they recently seized control of Bakassi and Akpabuyo local government areas, displacing both civil and traditional authorities in the councils.

It was reliably gathered that the elected chairmen of the two local governments had fled the area for several month now, while the councillors hold their legislative sittings in Calabar. The secretariats of both local councils have also been deserted by civil servants for fear of being kidnapped or attacked by the militants.

To try to stem the slide into anarchy, the state governor, Professor Ben Ayade, has appealed to President Muhammadu Buhari to extend the activities of “Operation Delta Safe”, a security taskforce protecting oil installations in the Niger Delta, to Cross River State. Ayade said his state should not to be isolated in the battle to keep the Niger Delta safe. He also promised to increase the firepower of the state’s security taskforce, “Operation Skolombo.”

Militancy has gripped Cross River State for the past few months. And militants are being blamed for an increasing wave of kidnapping, armed robbery, and other criminal activities, especially, in Calabar, the state capital.

But Bakassi and Akpabuyo local government areas, which share maritime boundary with Cameroon, recently became a lawless, anarchic zone in which militants rule. It was discovered that the militants collected rents and levies from people doing business in the council areas, which they termed “protection money”, a situation that has made many people to flee.
The militants are said to have also rendered the state judicial organs and the traditional institutions in Akpabuyo and Bakassi local governments impotent, as the militias now handle matters that should otherwise be handled by the conventional courts, village heads, clan chiefs, and paramount rulers.

A source conversant with the situation, but pleaded not to be named, said, “There is total anarchy there now, and people are actually running to Cameroon now for help. First of all, the local government chairmen in both places don’t go to office, and they have not gone to office over the past one and a half years. They have written, complained, begged, and appealed, to no avail.

“The legislatures in those places don’t meet at the local government headquarters. They hold their meetings in Calabar so as to fulfil the statutory requirements that they hold a certain number of meetings in a session.
“So, effectively, there is no governance in those areas.”

The source said the locals had made a failed bid to contain the armed men.
“The traditional institutions have tried to fight, but they can no longer sustain the fight. They don’t have guns, they don’t have money,” the source stated. “What we have now is that militants have set up a parallel government. They are the ones that resolve land disputes, they are the ones that resolve family disputes, and if husband and wife quarrel they go to militants. Of course, their methods are crude but effective.

No fewer than 15 lives have been lost in 48 hours to the ongoing war between members of two criminal gangs, the Baggars Confraternity and Mafians, a version of the Klans confraternity in Calabar, findings by CrossRiverWatch reveal.

This follows the yet to end war between the Klans confraternity and confraternity which in less than a month has claimed over 10 lives too, bringing the count to about 20 in less than a month.

The hostility between the Baggars and Mafians sources say, began last Tuesday afternoon along Palm street where a strike team of Mafians attacked and killed a member of the Baggars gang along Palm street with his skull carved open with a machete and slashes along his stomach and arms which infuriated his colleagues who later carried out a reprisal attack with at least two mafians gunned down in Goldie and Yellow Duke street axis of Calabar South on Wednesday.

The killings continued Thursday, as 3 more were gunned down at Mbukpa, with 2 happening close to the Mbukpa market, 1 at Umo Orok near New Airport road and Bedwell, all before noon while a source said one more was killed at an undisclosed location around 9 p.m.

Another killing occurred later in the day along Palm Street by Mayne Avenue and 1 more was gunned down along Whitehouse street also known as Dan Archibong street, close to Nyong Edem street on Friday morning between 7:30 am and 8 am.

According to sources, some Baggars Thursday, converged at the CRUTECH pavilion to plan an attack on selected targets in school only for a combine team of the State Anti Robbery Squad (SARS) and Operation Skolombo in about 6 siren blaring vans chased them away following a distress call from the school security network as no fewer than 3 CRUTECH students have been lost to the ‘wars’.

One other person was said to have been killed at Etta-Agbor by Akim. He was said to have been axed badly around the chest region and left to die.

The fight according to reliable sources say the rivalry is for supremacy as to who controls ticketing for tricycles (keke) in major points in Calabar South.

These comes on the heels of similar killings due to a war between Klans confraternity and the where a suspected gangster in Calabar, Friday, last week was gunned down at Marian close to Effanga Mkpa street, with sources saying it happened in the middle of peace talks between warring gangs.

The alleged gangster, unknown, according to sources, is said to be a victim of a precedent set during the early 2000’s following the Chaka Zulu’s war which saw the gun down two Vikings members at the entrance to the venue of the peace talk to confirm whether they were truly prepared for it.

The war has been ongoing amidst serious armed robbery as a gang of five, last week Friday between the hours of 9 and 10 pm stormed Ekpo Abasi junction in a Volkswagen Golf car parked at a church, “Warriors Camp” a few metres away from the junction and began robbing shop to shop unknown to many until they fired a shot into the air which caused momentary pandemonium.

After the initial commotion, the Vigilante group in the axis and other strong hearted individuals mobilized and approached the robbers who jumped into their vehicle and sped off. SaharaReporters has learned that the Nigerian army has finalized preparations to secretly exhume and cart away the bodies of hundreds of Shiite Muslims massacred by soldiers last December and buried in a mass grave in Zaria, Kaduna State.

The military had dug a mass grave in the Mando area of Zaria after soldiers killed hundreds of Shiite members between December 12th and 14th, 2015. An Amnesty International report estimated that the troops massacred as many as 1,000 civilians during its repeated assault on the Shiite followers and the leadership of the Islamic Movement of Nigeria (IMN). The victims of the carnage were then buried in a mass grave.

In addition, the soldiers shot and abducted the IMN leader, Sheik Ibrahim Zakzaky, from his home. The Nigerian Army burnt the sheik’s home along with business and residential property owned by other Shiites in Zaria. Sheik Zakzaky has never been produced in public since soldiers took him away.
