When you first register on this site , there is no "NEW TOPIC" button ANYWHERE on the page.

I think you have to reply to a couple of posts before you can post.

If that's the case, it should be boldly indicated for new members to see. Also, the number of post replies required from new members to be able to start posting new threads should also be communicated.
