Stop confusing yourself, in any sane country laws and economic boosters are implemented. Make farming very lucrative, give farmlands at discounted price, ban importation of rice and watch the price of rice crash drastically. What do you mean nothing the president can do? It's the same situation with petrol, why would a sane country blessed with crude oil REFUSE to build and maintain multiple oil refineries? MAKES NO DAMN SENSE!
