Muslims have attended Catholic mass in churches around France in solidarity and sorrow following the brutal murder of a priest in an ISIL-linked attack.

More than 100 Muslims were among the 2,000 who gathered at the cathedral of Rouen near the Normandy town where two teenagers slit the throat of 85-year-old Father Jacques Hamel.

"I thank you in the name of all Christians," Rouen Archbishop Dominique Lebrun told them. "In this way you are affirming that you reject death and violence in the name of God."

Nice's top imam Otaman Aissaoui led a delegation to a Catholic mass in the southern city where Mohamed Lahouaiej Bouhlel carried out a rampage in a truck on Bastille Day, claiming 84 lives and injuring 435 including many Muslims.

"Being united is a response to the act of horror and barbarism," he said.

The Notre Dame church in southwestern Bordeaux also welcomed a Muslim delegation, led by the city's top imam Tareq Oubrou.
"It's an occasion to show (Muslims) that we do not confuse Islam with Islamism, Muslim with jihadist," said Reverend Jean Rouet.

The Muslims were responding to a call by the French Muslim council CFCM to show their "solidarity and compassion" over the priest's murder on Tuesday.

"I'm a practising Muslim and I came to share my sorrow and tell you that we are brothers and sisters," said a woman wearing a beige headscarf who sat in a back pew at a church in central Paris:

Giving her name only as Sadia, she added softly: "What happened is beyond comprehension."

'Pact'

Prime Minister Manuel Valls called on Sunday for a new "pact" with the Muslim community in France, Europe's largest with around five million members.

"Islam has found its place in France... contrary to the repeated attacks of populists on the right and far-right," he said, condemning "this intolerable rejection of Islam and Muslims".

Also on Sunday, dozens of prominent Muslims published a joint letter warning that "the risk of fracturing among the French is growing every day."

The signatories, who included academics as well as medical professionals, artists and business leaders, pledged: "We, French and Muslim, are ready to assume our responsibilities."

Both of the 19-year-olds attackers - Adel Kermiche and Abdel Malik Petitjean - had been on intelligence services' radar and had tried to go to Syria.

Syrian refugee suspect released

Meanwhile, a Syrian refugee who was taken in for questioning after a photocopy of his passport was found at Kermiche's house has been released, a source close to the investigation said.

"Nothing suggests he had any involvement" in the attack, the source said.

However, Petitjean's 30-year-old cousin was to appear before an anti-terrorist judge later on Sunday.

Prosecutors said they have asked that the suspect, named as Farid K., be charged with "criminal association in connection with terrorism".

The suspect "was fully aware of his cousin's imminent violent action, even if he did not know the precise place or day," the Paris prosecutor said in a statement.

Media reports, meanwhile, said investigators had established that Petitjean and Kermiche met through the encrypted messaging app Telegram.

Kermiche described the modus operandi of the attack on the priest in an audio posted on Telegram just a few days beforehand.

The United States may have bugged Angela Merkel’s phone for more than 10 years, according to a news report on Saturday that also said President Barack Obama told the German leader he would have stopped it happening had he known about it.
Germany’s outrage over reports of bugging of Merkel’s phone by the U.S. National Security Agency (NSA) prompted it to summon the U.S. ambassador this week for the first time in living memory, an unprecedented post-war diplomatic rift.

Der Spiegel said Merkel’s mobile telephone had been listed by the NSA’s Special Collection Service (SCS) since 2002 - marked as “GE Chancellor Merkel” - and was still on the list weeks before Obama visited Berlin in June.

In an SCS document cited by the magazine, the agency said it had a “not legally registered spying branch” in the U.S. embassy in Berlin, the exposure of which would lead to “grave damage for the relations of the United States to another government”.

From there, NSA and CIA staff were tapping communication in the Berlin’s government district with high-tech surveillance.

Quoting a secret document from 2010, Der Spiegel said such branches existed in about 80 locations around the world, including Paris, Madrid, Rome, Prague, Geneva and Frankfurt.

The magazine said it was not clear whether the SCS had recorded conversations or just connection data.

Obama apologised

Obama apologised to Merkel when she called him on Wednesday to seek clarification on the issue, Der Spiegel wrote, citing a source in Merkel’s office.

Frankfurter Allgemeine Sonntagszeitung also said Obama had told Merkel he had not known of the bugging.

Merkel’s spokesman and the White House declined comment.

“We’re not going to comment on the details of our diplomatic discussions,” said Caitlin Hayden, a spokeswoman for the National Security Council at the White House.

The rift over U.S. surveillance activities first emerged earlier this year after reports that Washington had bugged European Union offices and had tapped half a billion phone calls, emails and text messages in Germany in a typical month.

But it appeared close to resolution after Merkel’s government said in August - just weeks before a parliamentary election - the United States had given sufficient assurances they were upholding German law.

Germany will send intelligence chiefs to Washington next week to seek answers on the allegations around Merkel’s phone.

Obama ordered a review of U.S. surveillance programmes after former NSA contractor Edward Snowden leaked documents that raised alarm in the United States and abroad.

The National Commissioner, Election Monitoring, Independent National Electoral Commission, Dr Ishmael Igbani, said on Monday in Abuja that the commission hads commenced cleaning up of voter’s register and data consolidation.

He told the News Agency of Nigeria that the exercise was part of the activities lined up by INEC to ensure a hitch-free 2015 general elections.

Igbani expressed optimism that the exercise would eliminate duplication or multiple registration.

The national commissioner added that detection and elimination of multiple registrations was made possible by the new technology deployed by the commission.

He said, “Through the exercise the commission had detected 93,526 multiple registration cases in Anambra State ahead of the November 16 governorship election.

“This represents five per cent of the registered voters in Anambra and they have been removed from the voter’s register.”

Igbani explained that to ensure the best ever conducted election in the country, chip-based permanent voter cards would soon be issued to all voters.

Hopes of quick resolution of the present face-off between the Federal Government and the Academic Staff Union of Universities were dashed on Tuesday as the Minister of Finance, Dr. Ngozi Okonjo-Iweala, said the government has no resources to meet the union demands.



Foreclosing possible truce to the five-week old industrial action that has paralysed academic activities in the nation’s ivory towers, Okonjo-Iwela said the striking university lecturers were asking for #92 billion in extra allowances, maintaining that government lack means of picking the bill.

Speaking in Minna at the annual National Council on Finance and Economic Development meeting, the minister said that ASUU demand was coming at a time government was making efforts at reducing the structure of public expenditures.

The theme of the meeting is: “Restructuring Nigeria’s Finances.”

She said, “At present ASUU wants the government to pay N92 billion in extra allowances when resources are not there and when we are working to integrate past increases in pensions. We need to make choices in this country as we are getting to the stage where recurrent expenditures take the bulk of our resources and people get paid but can do no work.”

She declared that if the demands of the university lecturers are met and “we continue to pay them salaries and allowances we will not be able to provide infrastructure in the universities.”

The minister argued that when she assumed office “the share of recurrent expenditure in our total budgets had increased astronomically. “

“In fact recurrent expenditures accounted for about 77.2 per cent of the federal budget and we are now working to re-balance this ratio,” the minister added.
